Nice small refrigerator, twin beds, non-smoking room. They have nice small restaurant, free breakfast included. Limited western/Japanese menu but decent. Hotel does host weddings, meetings etc. but not a problem for us as other guests."

The property itself is very run down, but that is reflected in the price. If you are fine with chain restaurants there are plenty of places to eat. But, if you are a foreigner (even if fluent in Japanese) you will likely have a bit of trouble eating at many of the local spots as they will refuse to serve you. Mito is just sort of like that. With a bit of tenacity and patience, you can find some good spots that are more open to outsiders, but it still shocks me to be turned away by multiple establishments even though I can speak Japanese.
